Looks like nagios-4.0.8 is not compatible with nagios-3.5.1 I saw this in OpenStack Packstack CI job, using puppet module mod 'nagios', :commit => '56a1eee350c4600bb12e017d64238fb3f876abd4', :git => 'https://github.com/gildub/puppet-nagios-openstack.git'

ok, so we might keep f23 at older version b/c https://github.com/openstack/murano/blob/stable/kilo/requirements.txt has upper cap in requirements.txt: yaql>=0.2.6,<0.3 Murano is not scheduled to be pushed to f23/RDO Kilo but until this requirement is changed upstream, let's keep f23 compatible for folks building it locally. I suspect cap was just a preventive measure and could be removed.
