switchboard does not provide UI to change the GTK and icon theme (neither does gnome-control-center, for that matter).

If you don't want to install gnome-tweak-tool, you will have to resort to using the gsettings command line tool:

gsettings set org.gnome.desktop.interface icon-theme elementary

gsettings set org.gnome.desktop.interface gtk-theme elementary

Beware that this will also override these settings in other desktop environments.

As a side note, please don't use bodhi comments for "bug reports", it's very likely that I won't see your comments here.

I'm glad you noticed, because I intentionally did this for a clean update path :)

The only packages where it won't work without a "distro-sync" are snapshot builds - because the packaging guidelines enforce a stupid versioning scheme.

Yes, this looks like an issue with the combination of wingpanel + your GTK theme ... wingpanel seems to use weird style classes, because it looks weird with most themes.
