I was wrong about that. This issue has been caused by a libinput update, not by xorg-x11-drv-evdev.
Downgrading libinput makes the global custom key bindings work again, so I think this is another regression in the 1.11 rc2 version.

The updated version crashes immediately on every start due to a version mismatch with vobject. I'll report details in the bug report #1581451.
This update has broken dependencies which cause it to fail to update on my system. If I allow dnf to erase packages (dnf upgrade --best --allowerasing), it tries to uninstall libreoffice-gtk3. See https://bugzilla.redhat.com/show_bug.cgi?id=1581432 for details.
Works for me on i5-650, no regressions noted.
@whot: With libinput 1.10.902-2.fc28, global keyboard shortcuts work fine again.
