This update eliminated the selinux bug. Thank you.

Daemon (re)starts successfully, but bug is still present.

Upstream toolbar bug: https://bugs.kde.org/show_bug.cgi?id=430036 comes back w/this update.

Tool bars (main and session) are enabled again and insist on coming back each time konsole is started. This update restored that unwanted behavior.

Additional info: Intel(R) Core(TM) i7-8550U CPU, Dell XPS 13. Falling back to 5.12.12-300.fc34.x86_64 boots fine.

Boot hangs at "Reached target Initrd Root Device.
