Fail to update on a fully updated F24 system with dnf : "Skipping packages with broken dependencies"
With RPM : sudo rpm -Uvh flatpak-0.8.3-3.fc24.x86_64.rpm error: Failed dependencies: ostree-libs(x86-64) >= 2016.14 is needed by flatpak-0.8.3-3.fc24.x86_64
rpm -qa|grep flatpak : flatpak-0.8.3-1.fc24.x86_64 flatpak-libs-0.8.3-3.fc24.x86_64

This update seems to have fixed the issue with the mouse pointer for me.
The mouse cursor dissapears in the top panel since this update : http://forums.fedoraforum.org/showthread.php?t=309124&goto=newpost/
Downgrading mutter fix the problem.

I am very sorry that this update is installing all this unwanted stuff on your system. I will try to search for the offending package that bring all these dependencies and try to see if font-manager can work without it.
I will be honest that I gave little testing to font-manager on KDE and I didn't notice all these dependencies because Gnome 3 was already installed on my system.
I will try to fix this soon.
