REST API and content WSGI apps are now functional. I did some basic operations like sync and publish, and everything appears to work.

BZ#1470442 WSGI apps will not start due to breaking change in django 1.10

I installed on fc25 alpha following the install docs and did basic sync/publish/copy operations with rpm, docker, python, puppet and ostree content.
