The curcial tests - test suite & rebuilds, including kernel rebuild - are green. I think it's safe to waive, although I did fix the tests to play nicely with rawhide from now on.

The failed fedora-ci.koji-build.tier0.functional test should be fixed by https://src.fedoraproject.org/tests/binutils/c/ac2524a04dd3e4bdd56f070c3591dd37796925ce?branch=main. If restarted, it should pass successfully.

I waived the test: A single failed test case from upstream test suite, unrelated to binutils. Filed https://bugzilla.redhat.com/show_bug.cgi?id=2244632.
