Igor is working on making an update to provide python2-libcomps, but pycurl is in RHEL and so that won't change anytime soon.

You need to tell the producers of the scamp rpm that they need a newer version for current plplot. Or you can build from source.
You need to recompile your code with the new plplot 5.11 which uses libplplot.so.12.
