Well the only puzzle for me is why the ibus-gtk2 is not pulled as a weak dep like the theme is?
Tested on F35-WORK-x86_64-LIVE-20220316.iso: installing hexchat caused ibus-gtk2 and adwaita-gtk2-theme to be installed.

This LGTM.
On F35 I created an old fedora-toolbox-34 container using toolbox-0.0.99.2-1.fc34, then updated to this build and am able to enter the old container.
This fixes the basic gtk4 ibus key input issue for me.
This is not working for me on F34 unfortunately, nor with the older (fixed) previous version. But since it works on F33 it might be a pipewire issue or something else.
Well it works for me in F33... so maybe it is pipewire or something else with F34.
Unfortunately it doesn't seem to work for me in F34 but neither did the older version
