This works! I had a problem where apache loaded mod_wsgi which loaded pyzmq with zeromq3 but apache also loaded mod_php with php-zmq with zeromq2. apache got very confused and left me unhelpful error messages until I updated php-zmq to zeromq3. All is working now.
