I've confirmed via manual work in targetcli via the clearconfig command.

Originally attempted with python3-rtslib-2.1.74-5.fc35 and target-restore-2.1.74-5.fc35 would fail with a stack trace complaining that /sys/kernel/config/target/iscsi/cpus_allowed_list is not a directory.

Updating to the new packages referred to in this update allowed me to clearconfig with no error.

I tested using the reproducer in https://bugzilla.redhat.com/show_bug.cgi?id=1898360.

I've confirmed that the updated version works for kernel 5.9.

Using the reproducer listed in https://bugzilla.redhat.com/show_bug.cgi?id=1896530, I was able to confirm that the output came out ("hi") as expected.
