Edited: There are no code changes in this update, only a package split. Can you confirm by comparing with the previous version that this is really a regression with this build?

In the meantime, as a short term workaround, we can probably rebuild p11-kit in this side tag to update the sbin macros mention in the spec file.
This update also moved use-overlayfs to a suggests, which means that it got removed from Fedora Atomic Desktops: https://pagure.io/workstation-ostree-config/pull-request/526
