Ah, yes, because it's not enough to push both updates together. We need systems to have the new rpm-ostree version before we push the glibc one.

Edited: There are no code changes in this update, only a package split. Can you confirm by comparing with the previous version that this is really a regression with this build?
Fixes the regression we had in https://github.com/coreos/fedora-coreos-tracker/issues/2087
