Here is an example of the failure on installing ostree

Problem 1: conflicting requests
- nothing provides libcrypto.so.4()(64bit) needed by ostree-2026.1-1.fc45.x86_64 from overrides
- nothing provides libcrypto.so.4(OPENSSL_4.0.0)(64bit) needed by ostree-2026.1-1.fc45.x86_64 from overrides

FCOS rawhide build using this ostree build is failing because of openssl 4, which is required by ostree is not available yet. Looks like it was build but not proposed as an update.
