This is a bugfix / maintenance release which contains no changes of behaviour.

Remove hook_views_relationships() from api-docs too.
Remove outdated reference to hook_votingapi_relationships in API.txt
Issue #1269614 by iStryker, m1n0, Raphael Apard, heydemo: Add pre-set hook.
Remove votingapi_views_handler_filter_value::element_type().
Remove redundant comment-lines.
Move function for generating votes to it's own file.
Fix some whitespace errors and comments.
deanflory: Fix notice about missing base table.
Issue #2207519 by das-peter, adinxy | deanflory: Fixed views integration & Undefined variable: default_relationships.
