It's actually serious packaging issue to have higher NVR in F22 than in F23. Not having python3-dbus is low prio issue to block this update and can be fixed later.
This basically blocks all upgrades from F22 to F23 if atomic is
installed.
If you push this then the atomic command in atomic host is going to be broken and there is no way to install rpms in atomic host to workaround this issue. (go ahead and run atomic rebase fedora-atomic:fedora-atomic/f23/x86_64/testing/docker-host and find out for yourself). If there is a problem with upgrade paths and such then it should be a requirement that newer NVRs can't be pushed into the older release until it is in the newer release.

I tested this package and got the error:
ImportError: No module named 'dbus'. Installingpython3-dbusfixed that for me.This update has reached 23 days in testing and can be pushed to stable now if the maintainer wishes

Broken upgrade path? This is in stable F22 if I'm not wrong. Please push ASAP.
Might be stable in F22 but this is the update for F23. This is broken because of broken rpm dependencies in the package so it should not be pushed.
