This release moves "open" module into standalone sub-package in order to fulfil all its dependencies while keeping "encoding" module not needed by "perl" package. Users of "open" module are encouraged to install the module via "perl(open)" RPM symbol.

I think is full fix? I am not sure how to move this into 23's buglist or 23+? Help & Thx!
The perl-open package is in F23 since perl-4:5.22.0-346.
