This update re-enables auto-duplication of jobs which wind up in a sort of 'unknown incomplete' state, which upstream disabled because they wanted to investigate any time this happened and the auto-duplication was getting in the way. I've noticed several cases where Fedora tests have hit this case for silly reasons like a slow response to an API request from the server, or the worker being unable to connect to the VM's VNC server for some reason, and don't have cycles to debug all these right now; so we'd rather just have the problems hidden, thanks very much.
