Working fine on a MacMini 6,2 qcore i7 x86_64 desktop
Works fine on aarch64 (mustang) and a number of ARMv7 devices.

Early microcode disabled: CONFIG_MICROCODE_[AMD|INTEL]_EARLY=y missing.
Kernel-config obviously changed since 4.4.3-200.fc22 (4.3.6-201.fc22 is OK).
Workaround (manual patching): echo 1 > /sys/devices/system/cpu/microcode/reload

The early microcode functionality is not disabled. The config options were dropped in the 4.4 release and that functionality was made unconditional.
If your machine is not receiving early microcode updates, dracut may need an update as it did not handle this change properly originally.
@jwboyer Thanks for the details. Since there is a warning about CONFIG_MICROCODE_[AMD|INTEL]_EARLY during rpm-transaction dracut is most likely the culprit.
