Fix an issue where gssproxy would refuse to start if the apache user didn't exist. This configuration snippet can later be shipped by mod_auth_gssapi instead.

Subsumes three previous attempts to get gssproxy-0.5.0 out the door.

sudo dnf upgrade --refresh --advisory=FEDORA-2016-c68f632054
