norenh, Agree this was caused by incomplete back-porting from rawhide branch. New build selinux-policy-3.13.1-128.28.fc22 fix this issue.
Can confirm, release 28 works for me too, no more plasmashell hang, and rtkit-daemon errors in the journal.

Before this update I experienced issues trying to start systemd-machined service (it didn't want to start due to some AVC error).
I can confirm this update fixed the issue (so I can run all those my virtual guests again).
