The python2-rpm subpackage has Obsoletes: rpm-python < 4.13.0-0.rc1.44, but Fedora 24 currently has a rpm-python-4.13.0-1.fc24 in updates-testing. The upgrade path from F24 to F25 will be broken unless this is sorted out. You need to somehow make sure the F25 packages' Obsoletes: will always be higher than the F24 package versions.
maybe a good case to point to when people have nothing better to do than bikeshed and rename things all over the distribution because "change for the sake of change" and "we need to change something because we need to make a new release"
