Enable profile guided optimizations for x86_64 and i686 architectures. That should result in an increased performance of the Python interpreter by 10%-20% depending on the use case.

Update PEP 538 to its latest upstream implementation.

Change package description to reflect that Python 3 is the default Python and enhance verbosity at the description of the subpackages.
