This is almost a bug fix release.

Fix scaling factor, mouse events on switcher, c-s-u on im-ibus, propertypanel position and menu
Add ibus-portal
Move ibus-emoji-dialog.vapi in the build
Fixed some SEGVs #1406699 #1432252
