This update includes a proposed fix by upstream libdb developers for a bug which has been reported to cause upgrades to Fedora 26 to hang on some architectures.
Additionally a downstream patch has been included to make sure the upstream fix works when other processes are running rpm commands during a package upgrade.
Updates may require up to 24 hours to propagate to mirrors. If the following command doesn't work, please retry later:

using libdb-5.3.28-21.fc26 armhfp and aarch64 successfully upgraded with dnf-plugin-system-upgrade+local repo
Upgrade (with dnf) from F25 to F26 with libdb-5.3.28-21.fc26 works fine.

I upgraded from F25 with libdb-5.3.28-21.fc25 and the upgrade went fine. I can also install packages using dnf and gnome-software.
