After a few short tests with a few USB devices on both linux 4.13.5-200.fc26.x86_64 and linux 4.12.14-300.fc26.x86_64 it seems everything is fine with usbguard 0.7.0-3.fc26. On both kernels.
Didn't have time and nerve to do the tests below. So I just clicked the very last item to +1. But I watched systemd journal while plugging in/out the different USB devices: And this looked good, AFAICS. Didn't even have to change /etc/usbguard/rules.conf from the previous usbguard version.
