Bump version to 1.3.6.2-1
This update brings many changes, but is primarily intended to resolve problems with use in a FreeIPA server that are blocking the Fedora 26 Alpha release.

This update has obsoleted 389-ds-base-1.3.6.2-1.fc26, and has inherited its bugs and notes.
This update does appear to fix 1430250 and the follow-up bugs discussed in 1404409. There are still remaining issues in basic FreeIPA testing, but they are different.
