Update to 0.12.0

Upstream state that this is not quite python3 ready so default to py2 but allow a py3 based command for testing.

This update also provides the correct cert_t labelling for generated certificates and adds an optional systemd timer to handle renewals automatically (see README.fedora for more details on this).
