The patch works, problem fixed with nss-3.31.0-1.1.fc25.

works for me - you guys realize that this update is supposed to fix https://bugzilla.redhat.com/show_bug.cgi?id=1470352#c21 - please use fedora-easy-karma or just look tighter what you comment and give karma for (and yes DNF works just fine)
This latest build is still not reliably functional for me. I still get occasional hangs using 'fedpkg new-sources ...' or 'fedpkg upload ..." (it's better than the prior build, now only happens once out of 4-5 tries, anecdotally). Another user in #fedora-devel channel just reported same issue. dnf seems reliably ok (so far)
I've tried many times to reproduce the problem with fedpkg without luck, so I'll withdraw the negative feedback

I've applied this update in a VM, and both dnf and Firefox seem to work with it.
