This update has obsoleted krb5-1.16-23.fc28, and has inherited its bugs and notes.
I'm not going to give this negative karma, because it works. But, my KDC was rendered useless due to various errors, most likely to do with old encryption types etc. (it was set up in 2008 or something). Luckily, I only had a few principals, so recreating stuff was easy. Anyhow, just a word of warning for folks out there upgrading from F27 to F28.
