Fix dbus activation
Several other packaging improvements to be more in line with the Rawhide version.

Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.

This is completely broken. D-BUS does not start at all on a fresh installation if this package is installed. I downloaded https://dl.fedoraproject.org/pub/fedora/linux/development/29/Server/x86_64/iso/Fedora-Server-netinst-x86_64-29-20181021.n.0.iso and (due to another bug causing updates-testing to be enabled on netinstall installations), ended up with this package. The resulting system was unusable, as the lack of D-BUS also meant a lack of NetworkManager.
This version of DBUS does NOT work in the fresh installtion of Fedora 29 nightly build from 2018-10-21.
Did a minimal system installation from https://download.fedoraproject.org/pub/fedora/linux/releases/test/29_Beta/Server/x86_64/iso/Fedora-Server-netinst-x86_64-29_Beta-1.5.iso into a VirtualBox VM and ended up with a system without network, similar to sgallagh's situation.
Following the remedy at the end of https://bugzilla.redhat.com/show_bug.cgi?id=1623781
helped to recover the system.

systemctl --no-reload preset dbus-daemon.service dbus.socket
systemctl --no-reload preset --global dbus-daemon.service dbus.socket
reboot
helped to recover the system.
