Changes in version 4.59:

Do better to ensure xelatex gets its -no-pdf option.
Remove double quote characters in files on command line to correspond to behavior of tex programs.
Give fatal error when name of file on command line is not allowed by tex programs or gives problematic behavior.
Use TEXINPUTS as search path for missing source files for custom dependency.
Only give warning about differing expected and output filenames when the extensions differ.
Correct problem that sometimes occurred if the environment variable PERL_UNICODE is set.
