tracker and tracker-miners 2.1.0 releases, fixing a F28 regression in tracker-miners-2.0.5-1.fc28 that caused tracker-extract to respawn in a tight loop and consume high CPU.

After applying the update to 2.1.0 from the testing repo, the same behavior found in 2.0.5, returns. High CPU, multiple spawns of tracker-extract and many journal messages like:
