Reworked x86 interrupt vector management code works still terrible for me at any resume task. But as a 4.15 change this is no regression here.

Works for me on a Thinkpad 440s - no regression noted.

Doesn't boot on my machine. Dell e6520, x86_64. 4.15.6 works.

can you file a bug for the not-booting or link me to it if you already filed it? There weren't that many changes so bisection is going to be your best bet.

I retried booting the kernel and it did boot the second time. When it did not boot, I rebooted using an older kernel but when I did a reboot a few days later, it did boot properly.
