Thanks, I was able to use this to run 'sudo dnf' inside a container now:

buildah unshare
rm -rf ~/.local/share/containers/storage
fedora-toolbox create
fedora-toolbox enter
sudo dnf install zsh

Podman installation of wine/clang/gcc now work the symbolic links no longer disappear after the container stopped.
