Turns out that a change to libmodulemd in June broke the operation of fedmod - I didn't notice in the past since was testing against f27. See https://pagure.io/modularity/fedmod/pull-request/84 for the fix. Neither rpm2module or rpm2flatpak will work correctly.
Bodhi is disabling automatic push to stable due to negative karma. The maintainer may push manually if they determine that the issue is not severe.
