this warning exists for years now and my rsyslog.conf don#t include anything and is fixed since then

Note that the first url http://www.rsyslog.com/e/2442 does not exist.
[root@buildserver:~]$ cat /etc/sysconfig/rsyslog | grep TZ TZ="/etc/localtime"
~ should have been relaced simply by the word "stop" years ago
Unfortunately this is caused by included config which is controlled by systemd

I would not like to remove include statement by default for compatibility resons, however I filed #1608304.
