This update should resolve a bug in GNOME Shell which could cause modifier keys not to take effect when typing the first character of a password or passphrase into the Shell password entry dialog (e.g. when logging in, unlocking the screen, or entering an ssh key passphrase).

This update worked fine for me. I have no issues now when I use password to unlock the screen. Now every first attempt to unlock succeeds.

This update regresses by ignoring the chosen keyboard layout (even changing at login screen has no effect). The chars used for the password (as seen after show password) seem to be from the en_US version. Downgrading to gnome-shell 3.28.1-2.fc28 fixes this issue and the choosen keyboard layout is used.
I m not an expert, could you tell me what are the step for solve the problem please?
