so. I'm not 100% sure this package is the problem yet, but our atomic aarch64 images won't boot in our updates-testing tree and I suspect it has something to do with this package. see https://pagure.io/atomic-wg/issue/412. I'm going to -1 for now until we can determine it is not grub.

confirmed. I built a tree with only this new grub from updates testing and the aarch64 system fails to boot in the same way as shown above. Here is a link to the image: https://dustymabe.fedorapeople.org/new-grub-aarch64.qcow2

The new update does seem to fix the previously reported grub2 issues on aarh64
