localeconv() encoding for LC_NUMERIC, it was mixing utf-8 and non-utf-8 encodings which resulted in UnicodeDecodeErrors in several circumstances including Python's own testsuite.gdbm-devel which was introduced earlier as a hotfix with a copy-paste error (the depedndency was changed to gdbm (without -devel) only).Updates may require up to 24 hours to propagate to mirrors.
