Fixes pcp-dstat in --full (all instances) mode (BZ 1661912). Remove package dependencies on initscripts (BZ 1592380). Set include directory for cppcheck use (BZ 1663372). Update to latest PCP sources.

Add patch to enable PMCD_LOCAL and PMLOGGER_LOCAL sysconfig vars

add missing build deps on libuv for pmseries and libpcp_web
