Do not enable port if already enabled

FEDORA-2019-3d111723a5 created by pmachata 5 years ago for Fedora 30

This fixes an issue with using APP TLVs on a port that is enslaved to a bridge. If the bridge is brought down and then up, the APP rules added to its slaves will indefinitely stay in the "pending" state.

How to install

Updates may require up to 24 hours to propagate to mirrors. If the following command doesn't work, please retry later:

sudo dnf upgrade --refresh --advisory=FEDORA-2019-3d111723a5
