Tested locally, Atomic Host ISO built with this ostree update installs and boots successfully. This is related to recent regression caught by openqa - https://lists.fedoraproject.org/archives/list/atomic@lists.fedoraproject.org/thread/TSVM733U3M5EY4DPDC3M5BGAPDGALNEF/

works for me.. I even tested the relatively new feature of being able to specify a directory with GPG keys in it as gpgkeypath. Also rebased from f29 to rawhide and it worked.
