Dependencies at TokuDB and RocksDB storage engines were weakend from Recommends to Suggests. DNF won't pull those problematic SE in to all users by default. Aditionally, more weak dependencies (Suggests) to its storage engines were introduced.
!! Warning !! :
A bug was found, which may lead to devouring all available space on the partition where /usr/lib is. The process is slow, but it may potentionally happen. https://bugzilla.redhat.com/show_bug.cgi?id=1667730 Check the size of the data and logs that RocksDB created so far. If you never used RocksDB or TokuDB, I advise to rather remove them from your system.
sudo dnf upgrade --advisory=FEDORA-2019-7c5e0daf77
