QGIS should now start up without error when python3-qgis is installed and not drag in Python 2.
Python 2 should no longer be dragged in upon installing python3-qgis.

Having previosly installed qgis without python3 support, I was able to run the following commands on fedora 30: sudo dnf copr enable dani/qgis-testing sudo dnf install python3-qgis
My version of qgis was upgraded with python 3 support and I was able to run qgis and install plugins using the plugin manger within qgis, launch the python terminal, etc.
