bugfix update in Fedora 28 for perl

This release adds a missing dependency on libxcrypt-devel to perl-devel package. It also fixes a buffer overread when handling a scope error in qr/(?{/. It also fixes memory leaks when compiling a typed hash dereference, spawning threads in a BEGIN phase, assignig to a localized ${^WARNING_BITS} variable, parsing misindented here-documents, a deletion in a tied hash dies, emitting a warning about a malformed UTF-8 string.
