Could someone file an issue with rpmfusion to get intel-vaapi-driver updated? Thanks.
I opened a PR for rpmfusion libva-intel-driver that should fix this: https://github.com/rpmfusion/libva-intel-driver/pull/2
rpmfusion people say it's too much work to update libva (see https://github.com/rpmfusion/libva-intel-driver/pull/2) so looks like the mesa update is no go. Sorry guys.

OK, we did get the libva update in the end, so the mesa update can now go back to testing: FEDORA-2019-de14f07001
Works fine, no regressions found on Lenovo E560 (Intel GPU) and GNOME/Wayland session
No regressions spotted on X.Org with IvyBridge / Radeon HD 7670m hybrid.
