dkms 2.8.2 is does not properly build or install modules. See the issue: Unable to dkms {build,install} with 2.8.2 #127. This prevents the NVIDIA installer from properly installing its modules via DKMS. Downgrading to previous version, 2.8.1-4.20200214git5ca628c.fc32, restores functionality.
Also unable to build modules with this version. The "build", "install", and "autoinstall" options do nothing and give no output in the terminal. Downgrading to 2.8.1-4.20200214git5ca628c.fc32 fixes the issue.
I just tagged a new release upstream (2.8.3) and created an update in Bodhi for EL7+ / Fedora.
