This release works arounds a glibc bug in caching LC_MESSAGES. It fixes Time-Local tests to pass after year 2019, a POSIX:setlocale() documentation, an integer overflow in POSIX::SigSet(), a thread-safety of IO::Handle, closing :unix PerlIO layers, counting a recursion limit when matching in a postponed eval, sorting tied arrays, a spurious warning about a multidimensional syntax, and a warning about an uninitialized value in B::Deparse. It also corrects "#!/perl" shebangs in the tests and makes perl-macros package noarch. It also provides perl-debugger and perl-doc RPM dependency symbols by perl-interpreter package to ease backporting packages from Fedora 33.
