Update TeXLive in Fedora 32 to 2020.
While we would not normally make such a big change midstream, at this point, it is difficult/impossible to address the bugs in TL2019 without making the same sort of changes that were done in TL2020. Additionally, since this is identical to what is in Fedora 33, any bugs here are almost certainly present there as well (and there has not been a stream of TL2020 bugs against Fedora 33 so far...)
This also should resolve (completely) the issues with the svg component and inkscape.
As always, when things break, please file bugs (and be sure you have fully updated your system first).
